Good Neighbor Plan for 2015 Ozone NAAQS

On March 15, 2023, the Administrator signed the final Good Neighbor Plan for the 2015 Ozone NAAQS. More information on the final rule is available on EPA's website.

When considering the purchase or sale of CSAPR NOx Ozone Season Group 2 or Group 3 allowances, prospective buyers and sellers should be aware that the outcome of any rulemaking process to address states’ good neighbor obligations with respect to the 2015 ozone NAAQS may affect the compliance usability or monetary value of such allowances. EPA's continued implementation of the existing trading program regulations does not guarantee or imply that any existing or newly issued CSAPR NOX Ozone Season Group 2 or Group 3 allowances will continue to have the same compliance usability or monetary value in the future under any new or revised trading program regulations.
